Oh! I fixed it!

In the XFCE4 panel clock preferences, I had "Date Only" set under "Clock Preferences". When I changed that to "Time Only" and used the same %a %d %b %H:%M:%S custom format, now the seconds field indeed properly "ticks" for each second.

For this same XFCE4 panel clock on my Linux Mint and Ubuntu systems, even though I had it set to "Date Only", the displayed time "ticks" every second. But I'm guessing that the XFCE4 panel clock applet might be from an earlier or later version of XFCE4 on both of those systems.

In any case, this change has solved the problem here under Debian 13.2.0.
