Graphical Environments & Desktops • [Solved] XFCE4 panel clock does not update seconds regularly

NOTE: I have now marked this issue as "[Solved]" because I have now solved it. See my follow-up message, below, for an explanation of my solution.

I recently installed Debian 13.2.0 with XFCE4 onto one of my laptops. I've used many linux and Unix versions over the years (decades!), but this is the first time that I've tried Debian itself.

In general, the system is running quite well, except for the standard XFCE4 panel clock. Even though I have the custom time format set to %a %d %b %H:%M:%S, the seconds field does not "tick" every second, and the displayed time only updates once every minute. The time shown always correctly changes precisely at that start of every minute, but the time always shows "00" for the seconds of that displayed minute for the next 60 seconds until the next minute change.

I'm using XFCE4 under Linux Mint and Ubuntu on two other identical laptops, and in both cases, the panel clock "ticks" properly every second.

I know that my network connection is properly set up, because all other network-related applications and services are working smoothly, with no delays.

Is there any way to get the XFCE4 panel clock to "tick" every second under Debian 13.2.0?
