During Trixies birth there was an issue with Xfce's default config concerning which, if any, agents were installed to give the user a gui dialog for password entry.
Polkit can be configured without an agent or the need for a password.
With an agent, the dialog pops up for a password.
Could we confirm whether there was a passwod dialog and what agent is installed?
My results are without an agent, or dialog.
This gave me a brain tickle...Yes.Edit: just tried it, worked fine with Thunar. May have just needed time for some program developers to "make it work with their apps
