You mentioned booting in Windows: this can affect the connection in Linux either by denying access to the device or the presence of persistent settings in memory on the device which do not allow Linux to connect. As the device seems to be up, I'm guessing it is not a Windows fast boot issue (but check it out anyway). Check settings in the Windows driver.

Given the message you received (IP Configuration was unavailable), it may also be an issue with configuration either in Linux or on the router. This is not really my thing, so hopefully somebody with knowledge will see the topic.

Afterthought: If this is a PC, try unplugging after shutdown. Press and hold power button for 30 seconds. Reconnect power and reboot into Linux. This will clear any persistent settings in the network card memory. Also works in old school laptops with the added step of removing the battery after shutdown. In newer laptops this may not be possible.
