Unfortunately, I find myself zooming in and out, which necessitates moving the scroll bar. I will commonly drop several screencaps into one image and move/crop/link them into a single unified/annotated image. It would be convenient to reduce scrolling by removing the left and top borders like PicPick but Draw is the best Linux app I have found for annotating screenshots, and Draw is a good replacement.
I found that shift+mouse-wheel will move the image horizontally, while mouse-wheel will move the image vertically. This is more convenient than grabbing the sliders and moving them. There is a control called optimal which will display the portion of the image with content, and a control called Entire Page, which displays the entire page. These two controls help with reducing the movement of the horizontal/vertical scroll bars.
