... without network connection those packages will simply not be installed at all.
Have a feeling you didn't see the OP's follow-up question, as he (or she) used neither the quote nor notification functions.

I've been trying to track down the answer, as it's a matter of general interest. All I can find is this section of the Installation Guide, which says:
If there is a problem with wireless and there is no other NIC you can use during the installation, it is still possible to install Debian GNU/Linux using a full CD-ROM or DVD image. Select the option to not configure a network and install using only the packages available from the CD/DVD. You can then install the driver and firmware you need after the installation is completed (after the reboot) and configure your network manually.
As a test, I did full install without a network connection to a flash drive (accomplished by sandboxing in Virt-Manager). Tested both the Standard Installer and Calamares, i.e., ran the test twice. As far as I can tell, nothing is missing. In both tests, the full install drive worked fine once given access to a network connection, both wired and wireless. Notably, all connections I tested are supported by the kernel.

Is there something else the OP might be missing? Is there any way short of reinstall for him to be sure he isn't missing anything?
