Without actually seeing your partition layout (and types), I couldn't comment on what Windows is up to. If it was really booting in native UEFI mode it would have needed an ESP, and I'm pretty sure the default there is 100MB. If it was an OEM install (shudder) though, all bets are off. At a glance, what you have there looks like an ordinary MBR "System Reserved Partition", not an ESP.
As for livecds and USB, IIRC the lenovo "update utility" windows executable contains (windows) tools and instructions for making a bootable USB... So a windows VM would likely be a viable way to create a bootable drive. Then again the only thinkpad I have is an x230, and I haven't updated any firmware in many years so things may have changed.
Mounting the iso and having a poke about to see what it actually is might also be enlightening... My bet is "DOS".![Razz :P]()

If this is the 1st gen X1 I'm thinking of (and therefore similar age to my thinkpad), there's really not much to be gained from UEFI. Going to all that trouble just to satisfy fwupd seems kinda silly... Doubly so if it's just on a "firmware update might maybe fix something" basis.
