It turns out this is a known issue, not confined to Debian. The WIFI adaptor, in my case a RTL8852BE PCIe 802.11ax Wireless Network Controller, is the cause. From the research I did the 2.4-GHz channel being used is the culprit. Checking, I was on channel 6 and I changed to channel 11 and fixed the issue.
But it didn't last, the problem returned on Channel 11. If wifi on machine is off problem solved but completely impractical.
