When I was using only an SSD for swap, I used to set swappiness to the minimum.
Since I’ve been using ZRAM, I leave it at the default value.
I set the ZRAM size to half of the total RAM capacity:
However, via the systemd-zram-generator, you can also have it fine-tuned e.g. like piecewise-linear size 1:1 for the first 4G, then 1:2 above, up to a max of 32G.
(But default value could be fine for you, too, of course.)
