Well, if you have installed Debian a few times, you most likely know what you want.
I have long used the network-installer, It is a small image, but requires a working net to use.
Using installer I just set console working, and there I can use normal commands to install the rest I use.
Think it was Mint, which used the slogan 'batteries included', I don't know any distro which does not have any package manager.
