Dselect has "file" as an option but I suspect that the 'apt-modernise' comes into play somewhere in translation.
Before I was tempted into the upgrade I had managed to get file://XXXXX to go as far as complaining about unsigned and stuff.
There was no advice on what to do about that, so that stalled right there.
