Had the same issue with trixie. A bare-bones install of debian (I didn't install any graphics, using headless) doesn't seem to install any of the network management packages that you mentioned - NetworkManager, systemd-networking, dhcpd or Netplan. My system picked up an address from a network DHCP server and all was well until I wanted to do networking from the new box -- no DNS!

I check out /etc/resolv.conf and it said that it had been put together by dhcpd and not to configure it because it would be overwritten -- oh, my. In looking through /etc/network/interfaces my system was set up to get a DHCP address. I wanted to assign a static ip to the server (I am going to use it as a NAS) so I configured the interface file with the ip, router, domain, and DNS server. I also edited the /etc/resolve.conf file and put in my local DNS server addresses (IP4 and IPV6). Wasn't quite sure what was going to happen, rebooted and all is well, things are working, internet is find.

Regarding the packages, NetManager seems to be quite popular in the linux community, but many people really like Netplan. There is not a big learning curve to either of them, but if you are not changing thing a lot what I just described should get you going.
