You may have to delete the file in Windows. Linux is imperfect in dealing with ntfs filesystems, because it's proprietary, and only so much has been reverse engineered. If it were mine, I would reformat the drive to ext4 or perhaps exFAT and be done with it. But it's not mine, so proceed as you wish. I'm out of ideas otherwise.
