This problem suddenly stopped and Openvpn started working on Trixe.
This issue is not because of any external filter or firewall because I used Virtualbox with a Debian Bookworm guest and it worked using the exact same Openvpn configuration as Trixe. This suggests that Trixie components did not work using Openvpn components or Trixie itself did not interrupt some component in the Openvpn connection and then changed.
