Hello,
This topic was discussed on the debian-devel mailing list a few months ago (i.e. [1]), but as far as I know no consensus has been reached.
The dhclient program is part of the isc-dhcp-client package:The isc-dhcp-client is still currently distributed with Debian Testing alias Trixie (that is working in progress for the next Debian Stable):I suspect isc-dhcp-client will be with us in the next Debian Stable (currently testing).
