I guess no takers on this question. I managed to partly solve this by consulting chatgpt. It said to try installing a PolicyKit agent, which is necessary for managing system-level permissions. LXQt has lxqt-policykit already installed, but it seems this is not good enough. But doing the following
then I got blueman-manager to work. This isn't a complete solution because this is only available on the command line and not in the System Tools menu.
Anyone who is knowledgeable about the debian install of LXQt know why bluetooth controls are not provided? This sounds like a major oversight. I know it is available in the LXQt implementation in Ubuntu 24.04.
