As I use it, it is a kernel command line option. I don't know anything about what /etc/initramfs-tools/conf.d/should or should not contain. For noresume to work, it must appear on the linu line (aka kernel command line) from either a bootloader menu stanza, or from a linux* command run in a Grub> shell. Stanza placement can happen as a single boot instance by striking E at the Grub boot menu, then appending it before proceeding. Otherwise, its applied to the desired linu line(s) in /boot/grub/grub.cfg, which is configured via placement in /etc/default/grub on its GRUB_CMDLINE_LINUX_DEFAULT= line. After any editing of that file, /boot/grub/grub.cfg must be regenerated for it to be able to take effect, either by installing or removing a kernel, by running the grub-mkconfig command, or something else that appropriately calls grub-mkconfig, such as update-grub.
