It's an old consumer-grade router (unmanaged) which I'm using as an L2 switch only. The logs don't show any info on the ports, unfortunately. Swapping cables didn't help.
After thinking about it a bit more, I decided to borrow a switch (TPlink TL-SG2008, Small Office Home Office L2+ switch) and test that.
Using the TL-SG2008 it works perfectly, I've been trying it ten times now over the last few hours and the problem hasn't recurred so I guess it's time to retire the old router. It doesn't seem to cause any problems with the other devices (windows PCs) connected to it but obviously it doesn't play properly with the NIC on the Raspberry Pi for some reason, and it's well past its obsolescence date now.
