Sorry for the delay: away for work... Gotta pay the bills...
As per your suggestion, unfortunately I can't login as root. I didn't specify a root password at install time. The best I can do is sudo in a console inside the Plasma GUI.
I ran the 3 commands in a vtty (logged in as myself and as sudo)
1. apt update -> 2 packages can be upgraded
2. apt upgrade -> the 2 packages were upgraded
3. apt full-upgrade -> 0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded
Shutdown, then started the machine.
... same erratic behaviours.
I also noticed Geany is behaving badly.

I mean even this editor is not working well: can't get a simple ordered list using the editor button!
