I've never traced out how firmware magic happens I just know it does. Just try it, put in in both locations and check dmesg or journalctl.In general if you put a firmware file in the /lib/firmware folder
and debian will find it?
Many releases ago I needed an out of repository firmware and dropped it in /lib/firmware and it worked fine. Later, in 10 or later I happened to notice there was a new repository firmware being used. The old one was still there.
I assume the system reads all the info in the directory recursively into some array. I suspect there is no direct call to a particular filename, meaning the filename and location are not relevant to the choice. A duplicate file name may be an issue but probably not. This all could be tested pretty easily, renames and locations manipulated and check which loads...I've never bothered.

folder you use modprobe -r then modprobe?
