It looks like the question is more complex than I thought. The problem I had was related to postfix and I fixed it by setting "smtp_host_lookup = native" in postfix.conf.
I am not sure how other programs need updating. It looks like Ubuntu runs systemd-resolved which runs its own daemon on port 53 but you also have to symlink "ln -sf /run/systemd/resolve/stub-resolv.conf /etc/resolv.conf"
