Because you're doing things the windows way, assuming you need third-party GUI bloatware for basic tasks that are better approached with standard unix utilities.This is frustrating since I can't even find a simple USB flash drive application in Linux.
'dd' and 'cp' can write hybrid ISO files to removable media just fine, and both are installed by default as part of the CLI system utilities. Using them to make USB installation media is explained in the installation guide and on the wiki.
