fonts-recommended is a metapackage which doesn't contain the fonts but depends on the packages which do contain them, so installs them all system-wide when you install it.
I just looked at the package - https://packages.debian.org/bookworm/fonts-recommended - and have no idea why anyone would need most of those included fonts. Rather random arbitrary selection.
You can download and unpack a .deb file with dpkg-deb to extract the actual font files and then install them as in the wiki link you posted:Even easier than the wiki method if using KDE Plasma is System Settings > Appearance > Font Manager and install as "Personal Font" rather than "System Font"
