What have I done wrong?
Nothing. It's just that Debian by default enables the root account and does not add the primary user to the sudo group. You can run the system fine this way. Whenever you want to do admin tasks, run su - (notice space) and enter root's password (set during installation) at the prompt. You can run as many commands as you like, then run exit to get back to the standard prompt.

If you would rather use sudo (e.g., because you're used to it), Lindi has explained how. In future, if you want to set that up during installation, don't set a root password. Then primary user will be added to the sudo group.

By the way, the Calamares installer (used by the Live ISO) does this other way around, i.e., by default enables sudo and not the root account.
